Finally!! The aspen leaves started shaking about noon, but it took until 1 before the wind settled in from the SW. A few whitecap when I arrived at IB. Got on the water about 1:30 and was able to stay on foil much of the time until about 4.

The water temp seems to have plateaued at 75. The water level continues to drop, but it's still possible to foil between the launch and the Island.
