any one know how to access provo bay???

i have been doing some driving around on sundays and provo bay look like it is filling up but it looks like quite the hike out if you want to kite it...
water look really flat. it would be fun to try kite it on a north or southwest??????

also since geneva is shut down the huge 4mile long lake right to the west. it is starting to fill in with water anyone know about that...(not the ones by lindon beach) it is just west of geneva... cant even see it from the road,
